A water bong, legal yes, just needs to be labeled a water pipe in the store, we all know nobody uses it as a tabacco pipe and was not made to be so but is totally legal as long as you don't get caught with weed in it and if you do then it is the problem of the one that used it not the one that sold it or manufactured it.
