Any item which could be used to aid in the administration of drugs found within proximity of or containing drugs/residue can be considered paraphenelia. Likewise the same object used in other manners would not. Example:

A syringe found with a vial of insulin - no
A syringe found with heroin - yes

A bent, scorched teaspoon found within proximity of herion (or containing residue - yes
A bent teaspoon in my dishrack - no

A small metal clip with a feather on it - no
A small metal clip next to an ashtray with a roach in it - yes

Therefore, the Cannacig in and of itself is NOT be considered drug paraphenelia. It is an inhalation device only. If you use it illegally, then the fault lies with you, not the manufacturer (just like any other product ie - handguns).

Also - all of the examples cited today (kenco and curious) had one key factor in common: all of the people arrested were found to be in posession or were selling drugs. Again, owning a Cannacig and using it within the laws of the state you reside in would NOT be considered illegal.

I will not get into any further discussion of this topic, as I have researched it to death already and I have absolutely no desire to converse with the people spewing half-truths and rhetoric (or cutting and pasting the same post over and over).
