Your "Step 4" is clearly expressed, and raises the issue of high-level illegal shorting. As attested by the figures issued by OTC markets, after a short period of a few days, from May 3rd to may 9th, when shorting eased off, three of the last four trading days have seen very high figures for the percentage of all shares traded that have been shorted. I should mention that the OTC figures (especially over the last few trading days) do not always tally exactly with those from other sources, but they do carry a degree pf authority. For May 16th, May 15th and May 11th, the percentage for shorting volume has been recorded by OTC Markets as 84.4%, 94.62% and 100%, respectively.
