I understand that, but here is the thing.

One it was never held back. Two, APS doesn't make a mistake like that. Three, the share structure is completely abnormal for APS plays. I will be shocked if they promote it, but there is basically no chance IMO

Was it a mistake? Probably not. Was it pretty obvious to anyone experienced in APS plays that it wouldn't be a supported play because they weren't selling into it, yes.
