I was able to transfer my WMIH and even the liquidating trust interest placeholder shares between linked E*Trade accounts without any trouble. I just did an "intra-firm transfer" and it took about 24 hours.

If your accounts are not linked, or if you are trying to transfer to another broker, you may not be able to transfer the "escrow" shares, but you should be able to transfer the WMIH shares without much hassle.
