Same thing. It's conditional. Means at the time that was written, the loan is not a done deal. In pennyland, unless it's toxic financing, these things are 99% BS. And this is likely no exception.

What part of "conditional" are you not understanding?

Here's what real companies, from your example, say when the loan is actually a done deal. We will not see such a PR from IJJP. At least not one that is objectively substantiated.

Washington D.C. – U.S. Energy Secretary Steven Chu today announced that the Department finalized a $132.4 million loan guarantee to Abengoa Bioenergy Biomass of Kansas, LLC (ABBK) to support the development of a commercial-scale cellulosic ethanol plant. ABBK’s parent company and project sponsor, Abengoa Bioenergy US Holding, Inc., estimates the project will fund approximately 300 construction jobs and 65 permanent jobs. The project will be located in Hugoton, Kansas, about 90 miles southwest of Dodge City, Kansas.

"Conditional" commitment letters do not signify an approved loan or a firm commitment for funding. Your claim that a loan is conditional only because the money hasn't changed hands is very creative, but you still haven't posted any links to show that legitimate companies use this term in the way in which you "assure" us they do.
