The "WARNING" you see on the front "Quote Page" on OTC Markets.com does NOT come from the SEC but rather from Pinksheets / OTC Markets themselves. This happens when a company files a "Form-15" with the SEC notifying both the SEC and its shareholders that under said rule they have no obligation to report and thus are unwilling, at the moment, to spend the extra money needed to comply with full filings and audits until such time as cash flow and financial positions better.

Whenever you see a "Form-15" company .... investors ALREADY know that not all information is being reported because THAT is EXACTLY what the FORM-15 ANNOUNCES to the public, its shareholders and the SEC.

Then, when ready, the company will file a FORM-10 (aka: Super 8-K) ... announcing their intent and future obligations to report and audit the company.
