OF COURSE they have a marketing budget. How do they get College recruits??? You mean other than using Social Media, like facebook, YouTube, Twitter, Tumbler, Linked In...
You do realize that Social Media is a HUGE tool for Companies to recruit talent and growing...do I have to post more links for you ;-) Wait I'll post the stats:
Out of Thousands of companies polled--when job recruiting:
95 percent use LinkedIn.
58 percent use Facebook.
42 percent use Twitter.

You ask the question now but 15sof probably asked and answered it long ago. They are not going to put this kind of offer out there without having all questions answered and a plan in place. How could they pay their marketing manager and get these things rolling without a marketing budget and strategy???
