Unfortunately, I'm afraid you have hit the nail on the head. The Chinese may think they hold all the cards, they need to understand the deck is much larger than this one event.
However, playing those cards is something GW is trying to avoid. Since China will not be in the WTO by June there will be the need for MFN status to be voted on here once again. With this incident continuing congressional support for that position is evaporating. JMHO.
