Because it requires manual services to transfer shares, when you no longer have DTC services to electronically transfer shares it requires manual services between brokers. You will find that a whole of brokers will not transfer penny stocks period. Try Schwab, I have heard they are working for others.

its cheaper to just have two brokerage accounts instead of going through that transfer. there are fees associated with that..
