Transfer of SUGO from TD Ameritrade to E*Trade.

Tried to transfer my SUGO stock from TD Ameritrade to E*Trade and am getting the run around. First was told that I had a joint account with TD Ameritrade and I needed a joint account with E*Trade. That was done. Now I am being told that I have to transfer 60% cash for every 40% stock that I transfer. Both accounts are "Cash Accounts" as I do not trade on Margin, Options, or Forex.

Has anyone else transfered penny stocks from one broker to another
sucessfully??????
