jas, FWIW in a sole source justification the purpose is to justify bypassing the usual bidding process ... the language must be strong, otherwise its not justifiable.

I'm not saying it is in anyway incorrect, just that it is a fait acompli, if you file a sole source justification you use strong must need now only them language, such language is essentially required.

I think if I were Wave, I'd certainly wish to PR this one. Some part of it is in the public domain. It is extremely important information fodder for investors.

I'd expect the permit to use ERAS to be purchased in an unmediated fashion by the end customer, whereas I expect the product to be delivered via an intermediary. If that is the case, then the cash would likely also be paid upfront and the revenue would be spread over the contract period in the usual way. If so, the contract likely matches Wave's disclosure criterion of $1m.

So I'm leaning towards expecting a Wave release on this. Otherwise, all things equal, it will make a bloody great unexplained lump in the cashflow!
