If I remember right, 3DICON contracts some of their help out for a certain time frame. I,m not sure where to look to find out about the contract they made with Dr. Hoover but it probably just means they are between contracts. In the past , if the person fullfilled their intended work and was not needed any more, they didn't rehire them. We don't know what the specifics were in this contract.
