A few small points:

1. Wasn't Wave offered a sole source contract to manage engineering work with respect to the Wave infrastructure used by the army? That's to say, where the army is using Wave's software, the army is going to have Wave manage the infrastructure behind it and adapt it as necessary.

2. That's a bit different from Wave being offered a sole source contract to deploy Wave infrastructure throughout the army, isn't it? We may infer this from the NIST instructions and the DoD adoption of the NIST instructions and the fact that we suppose there are no competing products out there. But this is inference which the sole source statement doesn't go so far as to confirm.

The former may be a step along the path to the latter. But I think we should await an announcement stating that it is the case before dancing in the streets. If and when the latter becomes apparent, and contracts are signed and published for all to see, then I doubt it will remain a secret for all that long.
