I read recently on some blog somewhere that TPS owns about 20% of Class 19... so, yeah - it's definitely an uphill battle for getting 19's approval for the Plan, especially when you take into consideration *every single* Class 19 holder who has posted their preference on iHub (except for our favorite unshirted New Yorker) has indicated they're planning on voting "no", and that seems to be the impetus for the Court modifying the split.
