Idocare: The Supremes are petitioned to accept an appeal. They normally only agree to hear appeals on cases of national importance. Therefore, very few are accepted from the thousands of applications.
On the other hand appeals from district courts to appeals courts are a matter of right so long as you meet the time limits, jurisdictional requirements, bonds, etc. An appeal court can not just refuse a request for review.
