I'm not well versed in this sort of thing. However, I'm seeing them letting the PPS drift down, picking up those ever popular "cheapies" (I hate that word) along the way. Come early March he executes the R/S. then he blows up the SS to, say 100 million. They then own all but 204,000 shares. Media blitz attracts new buyers.
