I answered your question and then asked a question. I sure don't know the answer to it but if I had to opine on it I'd say WSGI did all the necessary ground work and filed the proper papers and flight plans with dynamics (necessary to fly at that location) and asked that the DOD sponsor (I prefer to call it "ok'ing and being present at the flight. (Also necessary to fly at that location).
