Two reasons: 1. An alliance, or "back-up" gives the company credibility in regards to fullfilling extra large orders for a new buyer. Any customer shelling out $1M on anything should question whether the manufacturer can make the quantity needed on time. 2. Kelly is preparing for something. I don't think he would create an alliance with a large manufacturer without having a chance at getting an extra large order. I also don't think the alliance company would throw their name out there if they thought Virtra was a shell or a bad risk.
