It looks like they were not aware that they might not be able to meet the requirements as soon as they believed. People make mistakes, management teams make mistakes. I don't see how that can be described as a "sham". When Kodak made the mistake of not re-aligning their film business to the digital world quickly enough, was that a sham? No, it was a blunder. Virtra management made a blunder for sure, but it will be of no consequence in the long run.
