This was the same date as a filing from BMGI to PHAR.

Not sure how that affects thing.

PHAR is behind on their corporate filings with Delaware Sec. of State.
No wonder the Authorized has not been decreased yet.

That is not a Tax Lien per se.
Its a Franchise Tax assessed by the Delaware Sec. of State and can be reduced to <$800 by Howard filing under the Alternative Method based on capital stock and/or assets IIRC.
