I put in a small 4700 share block for sale at .0199
Which MM has that? Zecco uses UBSS and KNIGHT.
IMO the reason the MM's want to keep the bid under a penny is to restrict the purchase and sale. The Zecco restriction applies only when the bid is below a penny.
