Actually, she issues a ruling and an opinion that sets forth the legal reasoning she used to reach that ruling. The ruling is binding and becomes the law of the case (unless and until it is over-turned or vacated on appeal). The opinion is issued to inform the parties how the judge reached the ruling, and the opinion also enables the parties - in the event they disagree with the ruling and the legal reasoning set out in the opinion - a basis for appealing the ruling.
