Can you explain this a little? I saw a .0000 stock issue billions of shares unrestricted. They went from 70 mil OS in June 2010 to 8 billion, just over a year later. TA confirmed increases in OS and float, and most shares were issued unrestricted. After this company hit 8 billion shares, they filed a form D to sell $1 mil more in stock. This was the first filing from them to show share selling.
Why would they file this, after they had diluted 8.1 billion shares, with over 7 bil of those free-trading?
