They aren't lies but it's all "wishful thinking" at this point... LOI's are not binding. They don't mean anything. Clearly they have a "plan" but executing that plan is going to take raising nearly $25 MILLION IN CASH. For a publicly traded company that doesn't even report their financials on time, and currently as a tiny market cap, that's going to be really hard to pull off.
