I think you guys are "barking up the wrong tree" as I am told that construction AND production will commence in late 2012. There's a chance it could start in the 3rd quarter but most likely it will be in early in the 4th quarter. IMO
It depends on the re-zoning body. If they are already in favor then all they need to do is abide by their mandated time line if there is one for that area, call the vote and proceed. As long as there are no environmental issues it can be done very quickly. There are also many fast track construction methods that can be used. The biggest issues are probably not construction time, but getting the equipment installed and site preparation. If equipment is readily available then construction time is only a matter of weather and method. None of this has to be a big deal.
