Only Jeffrey and the transfer agent know what the O/S is. A common tool to hide dilution is for a CEO to have a gag order on the transfer agent, like there is here from what I read in another post. He called the transfer agent and was told they can't release that information on the O/S.
To answer your question, more than likely neither of those O/S counts are correct. You'll just have to wait for Jeffrey to file another SEC filing and hope that he mentions the O/S in the filing.
