The President announced, at another event where the press was present, that he would be calling a Special Session of the Asamblea National to take care of two issues. First, the ratification of his choices for the two new Supreme Court Judges that will be seated on January 2, 2012, to replace two whose term ends then. Second, to complete the Debates, we are in the Second, of Bill #394 the new mining code and pass that into law.

This week is the celebration of Independence from Colombia, like 4th of July week in the states, and the country is on holiday. New week, I imagine, the President will formally call the Special Session of the NA. It is just like the President of the USA calling Congress back into Special Session.

Whenever the start date is, I am sure it will be in all the papers and the session will commence just like it does in the USA. Obviously, it will have to be completed by the end of the year. My guess it will be sooner rather than later and relatively short since it cuts into the vacation time of the Diputados in the NA, as well as the whole Executive Branch. This screws up vacations, family plans, etc., and politician's smoooze time in their districts!

Bottom line, we will have a new mining code and the indians put down well before Christmas. Sorry if I was not clearer in my previous posts.

As for other issues that could be brought into special session, Quijano said that the President [Ricardo] Martinelli has to appoint several Supreme Court judges and he (Martinelli) thinks that in that same period, those judges can ratify.

Moreover, he said, we are asking to include the ratification of the treaty we signed with Peru, as they are only waiting for Panama to take that stage: "It's a very good deal for our producers, there are many producers of the agricultural and industrial, the treaty that are waiting to send their products to Peru.
