It's actually the cities that have already been approved, now the companies can apply, order of approval precedence goes to local companies have first dibs at it.

lol- they are not preapproved for the loan..the cities they mapped are eligible as rural areas..thats a far cry from saying OTOW is eligible for the loan.. you gotta read Val's Prs carefully.
