While companies were able to get drilling permits, they were issued years ago before the LAPWD spent millions of dollars to eliminate dust and air pollution in the Owens Valley so much has changed since those permits were issued.
Second, those permits were for test drilling only and the difficulties they had getting them (Timberline) showed them the possibility of getting the permits to develop an open pit mine were nil.
