the question was "does anybody, in their expertise, have any idea what the ERAS and cousins cut of a PKI initiative would be?" The answer is apparently no. If the number is entirely unknown, then yes, my approach is near worthless. Concomitant with that the known number loses its instructive value other than to say it looks like DoD is going to spend a lot of money in this area (which I thought was already largely a consensus opinion).
