It just seems to me that equipment needs to be “standard compliant” from both a technical standpoint AND from a licensing basis to get the “Good Housekeeping Seal of Approval”. Uncle Sam would not send troops into harm’s way without having ALL “standard compliant” equipment even if it was cheaper to do so. JMHO

I'm assuming what you mean by "non-licensed vendor" is a vendor that hasn't licensed all the necessary IPR from NOK, IDCC, QCOM, MOT, etc. I think that's a separate issue.

What I mean by "standard compliant" is that a product is built per the 3GPP specifications. You or I could go to the 3GPP website, download all the specs, and build a product without obtaining any IPR licenses at all. Of course if we were to then try and sell the product, we'd be hit with patent infringement suits left and right.
