Absolutely, these diesel generators are being plugged into the grid all over metro areas spewing smoke from high sulfur fuel throughout Asia. Pakistan and numerous other countries are especially short of electricity due to a shortage of rain so the dams are unable to generate much electricity. They could use NG and clean up the air, but the high sulfur oil supply is much more abundant and relatively less expensive due to easy access.
