I believe they changed the rules about options getting exercised maybe 5 years ago because too many retail traders would let options that were in the money expire worthless. Not entirely sure about the reasons for the change, I don't spend a lot energy thinking about why, since I can't do much about rhe rules


So the rules were changed to help out retail, but now with the market bouncing up and down 1-5%, that has created other other problems.
