2 Quick things to check. Degauss if your monitor has that feature, most do. And buy a new monitor cable if that monitor has a detachable cable.

If the problem persists, then you're looking at the monitor as the culprit (if it's an older CRT a color gun can be dieing OR your computer graphics card can be suspect.

Also, I've seen power supplies do weird things as well when they start going bad.

Try and do mechanical things first when troubleshooting.

If you have a known good monitor, try swapping out in steps.
