That doesn't make any sense. The annual report says Tytan is leasing it from Mark Leonard. If Tytan is paying the property taxes then why are they delinquent and where is the expense in the financial reports? It seems a bit fraudulent if Tytan did pay Mark Leonard for the property taxes and he didn't pay the bill.
