Brad, I have heard that explanation before, and I have no problem with how it is worded for someone who wishes TO SELL.
"For example, you are long 10 Million shares and want to sell them. Your Broker enters the sell order and it is routed to a market maker. That market maker goes out into the market without buying the shares off of you first and starts selling what they can. They sell 1 Million shares and then immediately turn around and buy 1 Million shares from you at the same price they sold the shares for. They sold short and covered with the purchase of your shares. They will do this repeatedly until they sell the lot. If the entire lot is sold it will look to the short volume report as a short sale of 10 Million shares when in reality the shares sold were sold by a long shareholder and not a short sale."

CAN YOU FIND ME AN EXPLANATION OF SOMEONE WHO WANTS TO 'BUY' 10 MILLION SHARES, WHEN THE MARKET MAKER DOESN'T HAVE THE SHARES.
