Yes, permits were granted to construct the plant but It doesn't go live until the govt says so - according to the interview. Just passing on a credible and lengthy interview with some high level Malaysian govt officials as shown on (I think) cnbc. in addition the new your times has written on this issue as well.
The company clearly feels the plant is built entirely to specs. I'm hoping they are right.
