I think that they are just dealing with crap from the old shell. These guys have gone to great lengths to get everything in order. I say that they just ran into a few last issues and the name change and future filings will have it cleared up. They have made all the right moves but it has just taken extra time to get the foundation work done. But I would rather them get everything right in the beginning. This will pay off in the end. I am just speculating but getting everything in perfect order could be the signs of a potnetially uplisted company in the future. Just my opinion based on watching every move they have made.
