Don't get bogged down in detail, look to the big picture. This is an ongoing program. It is in the field being live tested. They have several configurations they are looking at.The fuel cell part (most important to us) is just a line-item.
Also remember this is R&D. It is entirely possible they get to the end and start over or do nothing - dont mortgage the ranch just yet to buy NEAH stock.
