Shares must be issued to effect Meller's price
Meller can't simply sell some shares at $0.0002 to reset his conversion ratio. It's based on one-half the lowest issued price, which now has reset to $0.1811, since the prior lowest issued price was $0.0001.
With regards to issuing more shares, the plan, IIRC, is to use the authorized, but un-issued shares to do accretive acquisitions.
I have no problem with using the remaining 730M shares for that purpose.
