I agree with your assessment 100%. If that greedy IPP doesn't want to be the targeted villain of outrage in the region, they best screw their heads on straight and stop the tactic of greed -vs- need. IMO, the pressure from the other IPP's will now escalate beyond comprehension against the lone greedy holdout.
