Of course, this negotiating tactic only works if you're willing to walk away. Of course, if that happens, that will hurt LLEG, but it will hurt Berlin & the north country even more.

I believe it will hurt the IPPs as well. Much more than they care to realize, as I suspect PSNH would become unwilling to negotiate with them in the future on anything...just a hunch.
