I just placed a trade at E*Trade and it went through, and previously I put a trade through an independent broker dealer (no idea who they clear through). I could not have done that through their online automated systems if there was a global lock still in place, PERIOD.



I discontinued using Scottrade some years ago because they gave me a number of pieces of information that was patently wrong.
