I'm sure he meant that since they raised the A/S to 5B, they intend to sell that many shares, thereby the reference to "O/S".

Just as when they raised th A/S to 900M, they intended to hit that figure, as well.

Curious, though, why they didn't wait till they got a little closer to 900M than they did.
