I'm more familiar with the performance specifications in the construction industry when large quantaties items such as concrete and asphalt are being used. Typically the samples are taken from the batch being delivered rather than a batch submitted independently of the larger quantity that the sample may or may not be representative of. If testing of the samples does not meet specifications, then the entire batch is rejected by the inspector. When I was an inspector for street construction I rejected an entire semi truck of asphalt because the temperature was was too hot and the oil in the mix was burning. The contractor gave me grief, but later admitted that he would have rejected it also.
With respect to how the sampling will be done with biomass products, I don't know. You may want to email Jim and find out if you're concerned about your investment.
