You are making a major error in interpretation. The bid has nothing to do with a paint job, only the flow of executed orders. The previous price that printed was .0036, following that order was .0038. Therefore you could attempt to argue that someone painted from .0036 to .0038. But to say that someone painted .0034 after a .0036 and .0038 order went through is demonstrably wrong.
