Hi Mossman, I have Scottrade also and when I spoke to my broker last week he said it could be anytime. He explained that, if they allowed me to trade now they would not have the securities to back up the trade and would have to go out and purchase the new stock to back up my sell order. I can buy as many as I want but that's not the direction I want to go at this stage. To many unknowns IMO.
