Margin accounts are subject of approval by the brokerage firm. If you have $1000 in your margin account you can only buy $1000 worth of penny stocks but if you sell the funds are available right away. If you buy $1000 worth of a marginable stock then I think you can margin up to $500 worth of any stock, pennies included.
