You need a margin account. With E-Trade, I can just transfer money out of my bank account into my brokerage account in about 2 minutes.

yes i have scottrade. they told me just to make it a margin acct. i did but i just never use margin money. so it works the same way as if not margin but do not have to deal with 3 day rules and all that stuff. i have bben that way for over a year
